In accordance with Sections 39 and 40 of the Charter, the City’s Chief Executive Officer is responsible for overall planning, organization, staffing, directing, coordinating, reporting and budgeting.  The City Manager must keep the Council informed of the needs and conditions of the City; make periodic recommendations and reports; and carry out the policies of the Council and enforce local laws and ordinances.  The City Manager proposes to the Council an annual budget which incorporates these responsibilities.
Personnel and Community Development functions are overseen by the City Manager.
